If I submitted the lowest bid, does this mean I can proceed with delivery?

No it does not. The city awards to the lowest responsible bidder meeting specifications. The city evaluates the lowest bidder to determine if they meet specifications and if they are responsible (references, past performance, etc.). Once this is done, and the bidder meets all City requirements, an award of bid is recommended and, if approved by the necessary parties, is awarded.
