You only need a permit to purchase a gun if you do not have a concealed pistol license and you're not purchasing the firearm from a licensed dealer.  To obtain a purchase permit, come to the gun counter on the second floor of the police department.  The gun counter is open from 8:30am through 11am and from 1pm until 4pm, Monday through Friday.
