Pursuant to City Charter, special assessments become a debt to the City from the persons to whom they are assessed and a lien may be placed upon the property which shall be the same character and effect as created by City Charter for taxes. Delinquent special assessment bills are forwarded to Macomb County for collection. Failure to pay delinquent special assessment bills will result in Macomb County foreclosing on the property.
