The Downtown Development Authority (DDA) is a Local Development Financing Authority (LDFA) created by the City of Warren under Michigan Public Act 281. The DDA is managed by an independently appointed, public Board and its Director, who work together to enhance the quality of life and economic vitality of Warren's Downtown District.
